the idea is that nuclear particles fall and attach to the topsoil, so the majority of radiation can be avoided if you can bury those particles under 'clean' dirt
chernobyl happened long enough ago that even if you were to dig up the radioactive particles the bulk of the radiation would've dispersed by now -
