No. Laws are rules applied to people, human beings. If you break the law then you have to be human.
People that break the law, the ones who aren't mentally ill, are mostly just people who have found themselves in a situation where breaking the law is one of the few, or best, options they have at the time. Or for some reason they made a bad choice.
