   If you're a spying agency I'm not sure it really matters if you do it or you manage to get someone else to do it for you. Actually's it's probably "better" if you can get foreign intelligence agencies to do your dirty work.

   That's what they do. They get another country's intelligence agencies to do their dirty work in their own country, and that country does the same for them. This has been going on for 100+ years. Mutual crime.
